RAGNAR SIIL

Ragnar Siil is a Founder and Managing Partner of Creativity Lab (www.creativitylab.eu), international cultural policy and creative industries think-tank and consultancy. Ragnar is also a Director of the Board of the Cultural Policy Designers Network (www.culturaldesigners.eu), European network of independent cultural policy experts. He is a strategy adviser for governments, cultural organisations and creative enterprises, and also a researcher at Estonian Business School on creative clusters management as well as guest lecturer at number of universities in Europe and Asia. Previously, Ragnar has held positions of Estonian Undersecretary of Arts, Chairman of the EU Expert Group on Cultural and Creative Sectors, and Key Expert at the EU-Eastern Partnership Culture and Creativity Programme, through which he was supporting cultural policy and creative industries reforms in Ukraine, Georgia, Armenia, Moldova, Azerbaijan and Belarus. Ragnar has worked extensively with Estonian Librarians Association. In 2016, he curated the formulation of vision paper 21 Century Library, and in 2018 he helped to develop and implement the library service self-assessment quality framework in Estonia.
